BIR Online Tools for Water Refilling Stations

A water refilling station’s BIR compliance runs on two independent gates: its percentage tax or VAT registration status decides whether it issues invoices under a ₱500 rule and files quarterly RELIEF SLSP, while a separate Top Withholding Agent (TWA) designation decides whether it withholds tax on its own bottle, cap, filter, and delivery supplier purchases. Most small neighborhood refilling stations clear neither VAT nor TWA status and have a simple duty list; a growing multi-branch chain usually clears both and needs to track supplier purchases the same way a pharmacy or sari-sari distributor does.

Does a refilling station need to issue an invoice for every container? #

Yes, once a single refill or container sale reaches ₱500, or any time the customer asks for proof of purchase regardless of amount. Section 237 of the NIRC, as amended by the Ease of Paying Taxes Act (RA No. 11976) and implemented by RR No. 7-2024, raised the old ₱100 invoice threshold to ₱500 and replaced the separate official-receipt-versus-invoice distinction with a single invoice document for both goods and services. A station selling a ₱25 gallon refill to a walk-in customer isn’t required to issue a per-transaction invoice below that threshold unless asked, but it still needs a daily or periodic summary invoice/record to support its declared sales — refilling stations commonly run a point-of-sale log or daily cash register tape for this, then issue an invoice on request or once the ₱500 line is crossed on a single sale (e.g., a bulk container order from a canteen or office).

Which registration type applies — percentage tax or VAT? #

A refilling station registers as a non-VAT percentage taxpayer if its gross sales for the year stay below ₱3,000,000, or as a VAT-registered business once it crosses that threshold. This single number decides a second, separate duty: a VAT-registered station files quarterly BIR Form 2550Q together with RELIEF SLSP, while a non-VAT station files percentage tax on BIR Form 2551Q and has no RELIEF SLSP duty at all.

Station typeReturnRELIEF SLSP?
Non-VAT (gross sales under ₱3,000,000)BIR Form 2551Q (percentage tax)No
VAT-registered (gross sales ₱3,000,000+)BIR Form 2550QYes — quarterly, sales and purchases

Does a refilling station withhold tax on its own suppliers? #

Only if the BIR has designated the station a Top Withholding Agent (TWA) — an ordinary, non-designated refilling station withholds nothing on its bottle, cap, filter, or equipment purchases, no matter how large the supplier relationship is. This is the same gate that governs pharmacies, sari-sari distributors, and other small retailers buying goods for resale or operations. Once TWA-designated, the station applies the regular-supplier and single-purchase rule that Section 2.57.2 of RR No. 2-98, as amended by RR No. 11-2018, sets out:

“Regular suppliers” refer to suppliers who are engaged in business or exercise of profession/calling with whom the taxpayer-buyer has transacted at least six (6) transactions, regardless of amount per transaction, either in the previous year or current year. As a general rule, this term does not include a casual purchase of goods/services that is purchase made from a non-regular supplier and oftentimes involving a single purchase. However, a single purchase which involves Ten thousand pesos (₱10,000.00) or more shall be subject to withholding tax under this subsection.

For a TWA-designated refilling chain, that means withholding isn’t triggered by “this is my water bottle supplier” — it’s triggered by hitting six transactions with that specific supplier in the year, or by any single casual purchase of ₱10,000 or more, such as a one-off bulk order of new 5-gallon containers ahead of a branch opening.

Worked example: AquaFresh Refilling Station’s supplier list #

AquaFresh is a three-branch refilling chain that crossed ₱3,000,000 in gross sales last year and is also BIR-designated as a TWA. The figures below are fictional.

SupplierTransactions this yearThis month’s purchaseWithheld?
Container & cap manufacturer (regular)11₱85,000Yes — 1% goods = ₱850 (ATC WC158/WI158)
Filter cartridge distributor (regular)7₱22,000Yes — 1% goods = ₱220
One-off new-branch container order1₱18,000Yes — single purchase ≥ ₱10,000 triggers withholding = ₱180
Local hardware store (casual, small repair parts)2₱3,500No — below ₱10,000 and not yet a regular supplier

AquaFresh issues BIR Form 2307 to the first three suppliers for the amounts withheld, and separately reports its full quarter of sales and purchases — withheld or not — on RELIEF SLSP because it is VAT-registered.

Pre-filing checklist for a water refilling station #

  1. Confirm gross sales against the ₱3,000,000 VAT threshold to know which return and invoicing track applies.
  2. Confirm TWA status directly with your RDO before assuming any supplier withholding duty exists.
  3. If TWA-designated, track each supplier’s transaction count for the year, not just this month’s invoice.
  4. Flag any single casual purchase of ₱10,000 or more separately, since it triggers withholding regardless of transaction history.
  5. If VAT-registered, compile the full quarter’s sales and purchases for RELIEF SLSP, consolidating all branches under the single head-office TIN.

How does this fit with the rest of the site’s compliance guides? #

This guide follows the same TWA-and-threshold framework as BIR Online Tools for Pharmacies and Drugstores and Who Is a BIR Top Withholding Agent? — the underlying rule is identical across small-business retailers, only the supplier list changes. For the DAT file mechanics behind RELIEF SLSP itself, see What Is RELIEF SLSP?.

Frequently asked questions #

Does a water refilling station need an official receipt or an invoice for every refill? #

Yes, if the buyer asks for one, and always once a single sale reaches ₱500 — under Section 237 of the NIRC as amended by the Ease of Paying Taxes Act (RA No. 11976) and its implementing RR No. 7-2024, every VAT-registered and non-VAT-registered seller must issue a sales or commercial invoice for any sale of goods valued at that threshold or above, or whenever the buyer requests one regardless of amount.

Is a water refilling station VAT-registered or non-VAT? #

It depends on gross sales. A station with annual gross sales below ₱3,000,000 can register as a non-VAT (percentage tax) business under BIR Form 2551Q; one that crosses ₱3,000,000 must register for VAT and start filing BIR Form 2550Q with quarterly RELIEF SLSP.

Does a water refilling station withhold tax on its bottle, cap, or delivery supplier purchases? #

Only if the BIR has designated it a Top Withholding Agent (TWA). An ordinary refilling station buying empty bottles, caps, filters, or hiring a delivery rider withholds nothing on those purchases. A TWA-designated chain applies the regular-supplier and ₱10,000 single-purchase rule under RR No. 11-2018 instead.

Does a water refilling station issue BIR Form 2307 to anyone? #

A non-TWA station generally does not — it has no withholding duty to trigger issuing a certificate. A TWA-designated station that withholds on a regular supplier or a ₱10,000+ casual purchase issues BIR Form 2307 to that supplier for the amount withheld.

Can BIR Online Tools help a multi-branch refilling chain file RELIEF SLSP? #

Yes. The RELIEF module accepts an uploaded sales and purchase listing and converts it to a BIR-compliant DAT file; a multi-branch chain still consolidates all branches under its single head-office TIN rather than filing separately per branch.

Summary #

A water refilling station’s compliance list starts with its VAT or non-VAT registration — which decides invoicing and RELIEF SLSP — and only picks up a supplier-withholding duty if the BIR has separately designated it a Top Withholding Agent. Most single-location stations clear neither threshold; a multi-branch chain usually needs to track both. See BIR Online Tools for Pharmacies and Drugstores for the same framework applied to another small-retail category.
