BIR Online Tools for Sari-Sari Stores and Neighborhood Convenience Stores

A sari-sari store’s BIR compliance runs on the same two gates as any small retailer: its percentage tax or VAT registration status decides whether it issues invoices under a ₱500 rule and files quarterly RELIEF SLSP, while a separate Top Withholding Agent (TWA) designation decides whether it withholds tax on its own beverage, snack, load, and delivery purchases. A single-counter neighborhood store almost never clears either threshold; a multi-branch convenience chain that has scaled past one location usually clears both and needs to track its distributor list the same way a water refilling station or pharmacy does.

Does a sari-sari store need to issue an invoice for every sale? #

Only once a single sale reaches ₱500, or any time a customer asks for proof of purchase regardless of amount. Section 237 of the NIRC, as amended by the Ease of Paying Taxes Act (RA No. 11976) and implemented by RR No. 7-2024, raised the old ₱100 invoice threshold to ₱500 and collapsed the old official-receipt-versus-invoice split into a single invoice document covering both goods and services. A sari-sari store selling a ₱15 sachet of shampoo or a ₱30 load reload across the counter is not required to hand over an unrequested invoice for that single sale, but it still needs a daily sales summary or cash-register tape to support the gross sales it eventually declares — and it must issue an invoice without being asked once a single transaction, such as a bulk order from a nearby carinderia, hits ₱500.

Which registration type applies — percentage tax or VAT? #

A sari-sari store registers as a non-VAT percentage taxpayer if its gross sales for the year stay below ₱3,000,000, which covers the overwhelming majority of single-location stores, or as a VAT-registered business once it crosses that threshold. That one number decides a second, separate duty: a VAT-registered store or chain files quarterly BIR Form 2550Q together with RELIEF SLSP, while a non-VAT store files percentage tax on BIR Form 2551Q and carries no RELIEF SLSP duty at all.

Store typeReturnRELIEF SLSP?
Non-VAT (gross sales under ₱3,000,000)BIR Form 2551Q (percentage tax)No
VAT-registered (gross sales ₱3,000,000+)BIR Form 2550QYes — quarterly, sales and purchases

Does a sari-sari store withhold tax on its distributors? #

Only if the BIR has designated the store a Top Withholding Agent (TWA) — an ordinary, non-designated store withholds nothing on its softdrink, snack, cigarette, load, or LPG distributor purchases, no matter how large or frequent those orders are. This is the same gate that governs water refilling stations, pharmacies, and other small retailers buying goods for resale. Once TWA-designated, the store applies the regular-supplier and single-purchase rule that Section 2.57.2 of RR No. 2-98, as amended by RR No. 11-2018, sets out:

“Regular suppliers” refer to suppliers who are engaged in business or exercise of profession/calling with whom the taxpayer-buyer has transacted at least six (6) transactions, regardless of amount per transaction, either in the previous year or current year. As a general rule, this term does not include a casual purchase of goods/services that is purchase made from a non-regular supplier and oftentimes involving a single purchase. However, a single purchase which involves Ten thousand pesos (₱10,000.00) or more shall be subject to withholding tax under this subsection.

For a TWA-designated convenience store chain, that means a long-standing softdrink distributor crosses into withholding not because of its name on the delivery van, but because the chain has transacted with it at least six times this year or last — or because a single casual order, such as a one-off bulk stock-up for a new branch opening, reaches ₱10,000 on its own.

Worked example: Kuya Store Mart’s distributor list #

Kuya Store Mart is a four-branch convenience store chain that crossed ₱3,000,000 in gross sales last year and has been BIR-designated as a TWA. The figures below are fictional.

DistributorTransactions this yearThis month’s purchaseWithheld?
Softdrink and snack distributor (regular)14₱92,000Yes — 1% goods = ₱920 (ATC WC158/WI158)
Load and e-load aggregator (regular)9₱18,500Yes — 1% goods = ₱185
One-off LPG tank stock-up, new branch1₱14,000Yes — single purchase ≥ ₱10,000 triggers withholding = ₱140
Neighborhood ice supplier (casual, occasional)2₱2,200No — below ₱10,000 and not yet a regular supplier

Kuya Store Mart issues BIR Form 2307 to the first three suppliers for the amounts withheld, and separately reports its full quarter of sales and purchases — withheld or not — on RELIEF SLSP because it is VAT-registered, consolidating all four branches under its single head-office TIN.

Pre-filing checklist for a sari-sari store or convenience chain #

  1. Confirm gross sales against the ₱3,000,000 VAT threshold across every branch combined, not per branch, to know which return and invoicing track applies.
  2. Confirm TWA status directly with your RDO before assuming any distributor-withholding duty exists — most single-counter stores have none.
  3. If TWA-designated, track each distributor’s transaction count for the year, not just the current delivery.
  4. Flag any single casual purchase of ₱10,000 or more separately, since it triggers withholding regardless of transaction history with that supplier.
  5. If VAT-registered, compile the full quarter’s consolidated sales and purchases for RELIEF SLSP before the deadline.

How does this fit with the rest of the site’s compliance guides? #

This guide follows the same TWA-and-threshold framework as BIR Online Tools for Water Refilling Stations and BIR Online Tools for Pharmacies and Drugstores — the underlying rule is identical across small-business retailers, only the typical supplier list changes. For the DAT file mechanics behind RELIEF SLSP itself, see What Is RELIEF SLSP?.

Frequently asked questions #

Does a sari-sari store need to issue a receipt for every small sale? #

Not for every sale. Under Section 237 of the NIRC, as amended by the Ease of Paying Taxes Act (RA No. 11976) and implemented by RR No. 7-2024, an invoice is only required once a single sale reaches ₱500, or any time the customer asks for one regardless of amount. A ₱20 soft-drink or load purchase doesn’t legally require an unrequested invoice, but the store still needs a daily sales record to support what it declares.

Is a sari-sari store VAT-registered or non-VAT? #

It depends on gross sales. A store with annual gross sales below ₱3,000,000 registers as a non-VAT (percentage tax) business and files BIR Form 2551Q; once gross sales cross ₱3,000,000 — common for a multi-branch convenience store chain rather than a single counter — it must register for VAT and file BIR Form 2550Q with quarterly RELIEF SLSP.

Does a sari-sari store withhold tax on its beverage or snack distributor purchases? #

Only if the BIR has designated the store a Top Withholding Agent (TWA). An ordinary, non-designated sari-sari store or convenience outlet withholds nothing on its softdrink, snack, load, or LPG distributor purchases, however large those purchases are. A TWA-designated chain applies the regular-supplier and ₱10,000 single-purchase rule under RR No. 11-2018 instead.

Does a sari-sari store issue BIR Form 2307 to its distributors? #

A non-TWA store generally does not, because it has no withholding duty to trigger a certificate. A TWA-designated chain that withholds on a regular distributor or a ₱10,000-or-more casual purchase issues BIR Form 2307 to that supplier for the amount withheld.

Can BIR Online Tools help a multi-branch convenience store chain with RELIEF SLSP? #

Yes. The RELIEF module accepts an uploaded sales and purchase listing and converts it into a BIR-compliant DAT file, and a multi-branch chain consolidates every branch’s sales and purchases under its single head-office TIN rather than filing a separate RELIEF SLSP per branch.

Summary #

A sari-sari store’s compliance list starts with its VAT or non-VAT registration — which decides invoicing and RELIEF SLSP — and only picks up a distributor-withholding duty if the BIR has separately designated it a Top Withholding Agent. Most single-counter stores clear neither threshold; a multi-branch convenience chain usually needs to track both. See BIR Online Tools for Water Refilling Stations for the same framework applied to another small-retail category.
