What does a BIR Excel Uploader actually do? #
A BIR Excel Uploader is an Excel-to-DAT converter for BIR Relief and Alphalist submissions. On bir-excel-uploader.com (checked July 18, 2026), the marketed workflow is:
- Download the Excel template and populate it with your data
- Generate a DAT file formatted for BIR Relief Version 2.3 or Alphalist Data Entry Version 7.4
- Validate the DAT with the BIR Validation System before filing
That workflow is useful and correctly scoped for bulk data submission to the BIR. It is not a claim that the same upload will print or email a BIR Form 2316 certificate for each employee.
Why DAT conversion and BIR Form 2316 certificates are different jobs #
An alphalist DAT file and a BIR Form 2316 certificate serve different recipients and different purposes. The DAT file is a bulk electronic submission the BIR receives for matching and audit; BIR Form 2316 is the individual Certificate of Compensation Payment/Tax Withheld the employee receives — including when the employee uses substituted filing.

Where a DAT-only BIR Excel Uploader leaves BIR Form 2316 work #
Because the uploader’s verified scope stops at DAT generation and BIR validation, the certificate step stays elsewhere — often a separate spreadsheet, a desktop form filler, or a one-by-one manual PDF.
What a DAT-only converter typically does not provide for BIR Form 2316:
- No BIR Form 2316 PDF output per employee
- No live preview of the certificate the employee will actually receive
- No download-or-email delivery path for individual certificates
- No shared module that turns the same employee list into both a DAT (for the BIR) and certificates (for employees) in one certificate workflow

Worked example: year-end alphalist DAT vs employee certificates #
A company with 85 employees finishes its annual compensation alphalist DAT through an Excel-to-DAT converter and validates the file with the BIR Validation System. That filing step is complete.
Separately, each of those 85 employees still needs a BIR Form 2316 for the calendar year — especially employees who will rely on substituted filing. Running the same headcount through a DAT-only uploader again does not print 85 certificates, and BIR Online Tools’ own certificate generator for this form isn’t built yet either — so today, that batch of 85 certificates still has to go through whatever process (spreadsheet, desktop filler, or manual entry) the employer already uses, while the already-validated DAT remains the separate BIR submission artifact.
