How do you generate BIR Form 2307 PDFs in bulk? #
The flow is the same three-step shape as the DAT generators (QAP, SAWT, RELIEF): pick a template, download it, upload a completed copy, then act on the validated results — except the output here is a batch of PDF certificates rather than a DAT file.
1. Choose a template type #
Select Monthly or Quarterly under Template type, depending on which period your payee data covers. This choice determines both which template you download and how the uploaded workbook is read.

2. Download the template and fill in payee rows #
Click Monthly template (or Quarterly template) to download an Excel file with example rows already filled in — payor details are deliberately left out of the file, since those come from the Payor & Print Option tab instead. Replace the example rows with your actual payee data, keeping the column structure intact.
3. Upload the completed file #
Click Upload Excel file and select your completed workbook. BIR Online Tools reads every row, then validates them all before anything is generated.
4. Review validation results #
If every row passes, a Validation results card shows a Passed badge and the row count. If any row fails, a table lists each error’s row number, field, and message — fix the workbook and upload it again.

5. Generate PDFs #
Once validation passes, click Generate PDFs. BIR Online Tools builds every certificate using the payor and print settings from the Payor & Print Option tab, with a progress indicator while PDFs render. The finished batch appears in a results list where you can download or email certificates individually, or download the whole batch as a ZIP.

Use the bulk generator when you have many payees to certify for the same period — a quarter-end run across dozens of vendors — since it reads every row from one Excel file instead of retyping each certificate.
Do I set payor details separately for the bulk generator? #
Yes. Payor and print options live on their own Payor & Print Option tab and apply to every certificate generated in that batch — they aren’t part of the uploaded Excel file.
What happens if some rows in my upload fail validation? #
The bulk generator validates every row before generating anything, and shows a table of row-level errors (row number, field, and message) if any fail. You fix the workbook and upload it again — no certificates are generated until the whole file passes.
Do bulk-generated certificates get saved to the Form 2307 Report automatically? #
Downloading or emailing a certificate from the bulk results list saves it to your Form 2307 report, the same as the single generator. A ZIP download of the whole batch does not save individual records to the report.
